  2. Not exactly. The German state set the prices for everything even if it destroyed the profitability of certain ventures. For instance, the German trains were required to charge only enough to break even while the state would build any future rails needed. Free market governments set ration size and price when there was a shortage.

  5.  @wolfNov1942  why so antagonistic to our suppliers? Army bureacrats also make a killing in war and you're not demonizing them. Besides, military contracts aren't as profitable as you think. Yes, there are sometimes fat margins involved but it is high risk. You might spend a billion dollars on a tank factory but the government suddenly decides they don't need a lot of tanks. Or you may spend millions on a prototype airplane only for your competitor's to be chosen. Or your overhead costs triple overnight because the task was classified top secret and you're forced to sound proof walls, buy safes, and fire some of the best employees. Businessmen work for the military because patriotism, not profit.

  8. An important thing to remember is they were heavily into Darwinism. Most government departments were made to compete with each other even if it made no sense. For instance, by the end of the war there were effectively two parallel German command structures. This was caused by Hitler placing progressively more units under his direct command, adding more support staff as needed. The SS was also a hodgepodge of units where hardcore Nazis were required that was under Himmler's direct command who was Hitler's personnel frenemy.

The Reds initially installed party members in management in each business, but quickly realized they needed someone who knew what they were doing. This is how the commissar system came where an apolitical boss had to run every decision by the desk of a party member that could override it. Thus, while the names of all ventures came under Soviet central management, daily functions were unchanged as most of the managers were the same guys who ran things in Tsarist days. The state still had the anility to dictate production regardless of profitability and unemployment was outlawed so there were frequently men showing up to work with nothing to do. The Nazis first installed state auditors in every business who would in time assume the function of commissar. They coerced the sale of shares to the state or party members. They required many execs to become party members. And they installed voluminous regs dictating how things were to run regardless of profitability. Operating for net profit was largely banned as the state would fund every expansion and guarantee payroll.

But in general the process was state audit officials would be posted full time at a business and they could give orders directly to employees. The sale of stock was coerced to the state and/or party members. And the execs had to join the nazi party or be replaced by a party member.
