You can get most cops to bug off for 50 bucks on the continent, but the bottom line is you have to import any skill more complicated than knife sharpening in Africa. That doesn't mean people educated in the developed world and/or communities built by the developed world can't do reasonably well. Heck, a lot of the winners in post-Colonial civil wars were men who previously served in colonial armies and went to war colleges in Europe. Also, unsurprisingly the richest private citizens in Africa are white South Africans who often own mines/farms/factories throughout the continent.
