  36. No. The war started with a series of vendetta kills of Serb officials in Kosovo for alleged crimes against the community.

  37.  @baileygregory9192  The Albanian government wasn't involved, they were way too bankrupt. The Albanian and Kosovar militias had all sorts of ideas which all contradicted each other. The lack of unity was why Belgrade had the upper hand until NATO intervened.
