Most of them will say it's hard to make any decent amount of cash without either breaking the law or abusing the law. For instance, most of the traditional Mezcal alcohol in Mexico is produced by small ventures, but a handful are far more profitable than the rest and are the only ones that can afford real equipment. The main reason for this is a few of the guys have connections to the regulators and can bribe past permit requirements or bribe regulators to downgrade their competition's drinks. Most Mezcal makers skip the permit process for this reason and just sell it locally or sell it in bulk to US companies.
