  9. Yes, but a lot of these idiots are also stealing from the city, while others have to deliver it by truck. The basic fact is they lack the competency to do even the most basic problem-solving. Namely installing steel pipes and pumping stations to get water in from further inland.

  12. There is certainly some racketeering involved, but understand a lot of these guys have a "my way or the highway" attitude. Also, they seem to lack the competency to install a steel pipe and pumping station needed to move water from inland.
