Not exactly. The primary threat are large unconventional wars and small conventional wars. The idea of fighting the US head on is so absurd that Mexico doesn't even bother with tanks and fighter jets

Correction: The best units are in central Mexico only partially as a strategic reserve, but also for coup-proofing efforts. These units generally go through reorganizations with every new President who makes sure his cronies are commanding the right places

No, tanks are really only good for large conventional land wars and Mexico's southern border is mountainous jungle while their's a juggernaut on their northern border which no one is planning a conventional war with. The US and Mexico have been allied since WWII and the idea of a conventional war in el norte is so absurd that Mexico doesn't bother with tanks and jet fighters because there is no conventional war threat. There are HUNDREDS of Feds in Mexico training forces and hunting cartel kingpins (El Chapo was found by a DEA agent). And the Federales are notorious cheapskates and Mexico is a poor country, so IDK what you mean by "modern"

That's one way to say you have no idea what you're talking about. It varies from regiment to regiment, from cartel to cartel, and from year to year. For instance, La Federacion went down because they killed a DEA agent Enrique "Kiki" Camerena just for doing his job. The US President made a phone call to the Mexican President, and the Mexican Army went all-in taking down La Federacion Sicarios.
