And no, reporters asked at least three different Kenyan smugglers why the police weren't a factor and they each said all they'll do is extort you. Meanwhile there are many known cases of murders over a matter of 20 bucks, and the primary schools are kept afloat by foreign subsidies. They tried to have public high schools, but had neither the money nor enough people with bachelor degrees to run them. And that should tell you why Kenya has always been a turdhole.
