The contract hasn't been made, that's how much is allotted to spend on it.
The real number is likely much less due to double counting, as when a subcontractor is involved they are counted on the contractor's budget and their own. Also, revised contracts also double count, which is why often audits are needed to find what the true number was.
Next is engineers aren't cheap, and the convoluted command structure means work moves slowly. I've heard many in certain sections of government that said they spend half their work hours doing all sorts of things besides their job (deconfliction, briefings, pow-wows with related departments, safety training, etc). Add to that all these hundreds of businessmen and sales people whose job it is to find work for their engineers, so they're constantly pushing their own team's work. And all these departments are all over the country, so the team making the gloves might not even be aware who is making the sun shielding, meaning every little change creates a fury of emails discussing who's needs are important and what is the best solution.
And this by far isn't the worse way to waste budgets.
