Okay I guess it would determine on who's in charge of the set but that's BS Potter was an officer a trained officer her situation is not the same as Al Baldwin's he is an actor on a set the people in control of that set the people that have control of the weapons it is their responsibility to give him something that is suitable to be used in the scenes in the movie so I don't see how it would be his fault that he ended up with a weapon with a live round that was given to him by someone else that was responsible for it
