So-called 'militias' were armed by Ukrainian army, Ministry of internal affairs and some oligarchs. Or just stole or bought their equipment from the regulars. The thing with 'militias' is that, when legal government is overthrown, it's hard to use army or internal troops - they may won't listen to your orders. But if you have a bunch of ultras, you can give them military rank, give them weapons, point to the right direction and say "Go"
