The Red Army was planned to be fully armed with self-loading rifles.Hence the skepticism in relation to submachine guns. And, as far as I remember, one PPD cost as 5 Mosin rifles P.S. I should correct myself about the numbers. PPD cost was about 900 rubles in 1939, while the DP-27 cost 1100 rubles. SVT cost about 700 rubles
