That does not apply to the hypersonic missile both Russia and China have today. The US has struggled to have any and still does not.

@mac2626 for land based missiles, the Russian hypersonic weapons (glide vehicles) were attached to Icbms before 2019 when the US abandon the INF treaty. After that, the Russians could attach it to anything they wanted to and started to develop hypersonic cruise missile in addition. Although China was never part of the INF treaty, its Df17 /Df 21 etc are in fact ballistic missiles (albeit intermediate range) that attach DF ZF hypersonic glide vehicles. And also China does 'fractional orbital bombardment system' hypersonic missiles that are not relevant to INF. Finally hypersonic sea-based weapons like the chinese yj21 and Russian Tsirkon are not part of what INF forbade. Only land based intermediate range missiles were. .
