  1. If India agrees, Indians will count the entire 400m past loan as 'new help'. This is what happened with Srilanka. Indians provided some debt restructuring (not cancelation but restructuring), credit line to buy Indian goods and a tiny amount of actual new money... Then counted EVERYTHING as new help. 😂
