  1. Nope. Pre covid 2019 data shows China sent 284k tourists while India sent 166k. Italy, Germany and UK are not far from India. And many of the Indians visit Male, not exactly high spending visitors. The other countries spend far more.

Maldives attract a different class of tourists (for their resorts, not the many Indians going to Male) than Philippines. As for Infra, do you want tourists to sh/it in the open and sit in decrepit boats? Duh  @TheDestint
