The guy (Dr Mohan) complains that China and Russia think India has no agency ...and in the same breath wants india to reach out to the US to look for a better 'strategic relationship' and arms...this is precisely why China and Russia look down upon India . It has no back bone and sways with the wind !

  3. China opening up was built by overseas Chinese capital for a full 10 years or so before foreign capital such as from the US became material . Please . Capital and expertise from ethnic Chinese in Hong Kong, Singapore, Thailand , Taiwan etc was the key in the late 70s to the 80s. Even the Japanese came in before the westerners. So can India lean on its Diaspora? It's not made up of industrialists like in the case of overseas Chinese during china's opening up but there is a ton of indian talent (and money) overseas, albeit mostly working for non-indian entities
