  1.  @johnjack3578  Fair concern, the big point he was making was it's all largely a failing of construction standards. Better insulation will help high-rise apartments as well. But it would need to be coupled with appropriate airflow design within the building. So if we make appropriate building codes for the regions in which those buildings are constructed, heating and ac bills will be lower, people will be more comfortable, and their air quality should also improve. But they aren't going to bother replacing every old building so we are left with things like AC units.
