  5. One more thing about NGO-s. It should be forbidden for the state to finance donations. I say again, we all know very well what a donation means. A donation is a payment that comes extra if all other institutions cannot finance something through the legal budget, the reasons for the impossibility of financing are irrelevant. Donation means that people who own property can give part of their property to help some cause. Donations are not and should not be part of a government's planned and screwed up annual budget.
