  1. They just need that money, they don't care about Ukraine. Of the 61 billion, 6 - 14 billion would go to Ukraine, if they decide to accept the law. The Ukrainian state needs payments for the entire bureaucracy from civil to military, etc. They say that they will expand the production of ammunition in the USA with this money, but the reality is that this money is already reserved for them and the military industrial complex.
