  2. The Russian government never claimed to have taken any territory before it happened. NEVER. When you hear that a place has fallen, it doesn't count until the Russian government officially releases certain news. Because even after they take some areas, they don't immediately say they've taken it, because they probably haven't fortified the defenses or something like that.
