  1. It's a war, they have to hide the numbers, but not lie so blatantly. But they have another big problem, they have no idea how many soldiers were buried in unmarked mass graves, by their commanders or the Nazis. They hide victims so that the government can send them payments for those people who are no longer alive. That's how USA "allies" do it!
