Robots or rockets can, but humans cannot go beyond the boundaries of the Earth's atmosphere. That is a known fact. Study a little about the two Van Allen radiation belts. One Van Allen belt is between 100 and a thousand kilometers thick, the other belt is between 1,000 and 10,000 kilometers thick. Space is not 500 kilometers away. The Earth's atmosphere is thicker, or more than 15,000 kilometers vertically high from the Earth's surface. Which means that space begins only at that distance.
