  1. open some dams? maybe damming the colorado river was a bad idea... tribes also are not under us federal jurisdiction to need to ask legally... that's the price for life on reservation and independence from fed. gov't. how can anyone buy more feet of water? there is no guarantee, its up to nature. farming in the desert probably not the best of ideas without alternative water sources.
