  1. only a states legislature can pass laws. as citizens, we only have to follow those. no governor or president has the right to mandate anything, this is not a socialist, communist, or marxist country. states laws supercede federal, always per our constitution. there will be less students and less teachers in the public school system of new york... stop paying your education taxes, force lawmakers to attach that money to students, not zip codes or counties. its your damn money, make them use it for you, not against you.
