  1. only the elected people can write those checks, not farve. he is guilty of knowing about it and taking money knowing where it came from, obviously. he definitely should repay that fund and possibly jail time, but most likely he'll be fined and put on probation and community service. every appropriation of funding is accounted for, so the elected people knowingly lied on those reports presented to their council members about where that money went. know how laws work in your city and state, always.
