Hershey was the culprit. Pretty much they wanted to get in on the Kinder Egg gravy train, so they dug up the legislation that prohibited objects hidden in food to leverage their appropriation of a piece of the action. Hershey and Ferrero reached a settlement, and Hershey gets its " protection money."

And America defines a bicycle as a vehicle and prohibits them from the sidewalk. In some parts this is ludicrous, since the traffic is notoriously dangerous and slower traffic is obligated to yield to faster traffic. Even to pull over to the side of the road as necessary. In these places, like downtown areas around government buildings, sidewalks are almost as wide as a traffic lanes in and of themselves. And bicyclists need to be aware of pedestrians in any case,since collisions not only hurt pedestrians but also can hurt the cyclist even more.

Y'know, the sale of Kinder Eggs would have gone forward without a hitch if it weren't for Hershey getting their panties in a wad because they weren't getting a cut of the action. They quoted the regulation, lawmakers said, "Oh! You're right!" and enforced the law, and Hershey negotiated their piece of the action. Sometimes it's not the "stupid people" who are the reason we can't have nice things, it's the greedy people. But I think the Kinder Joy egg is a nice compromise,
