Yes, state borders can be changed. In Kentucky back in the 1980's the KY-IN border was at the Indiana side of the river. For a short time —because Indiana wanted to put casino boats in the Ohio River — somehow the border was changed to the middle of the river. To that point, Kentucky did not allow casinos. It was an attempt of Indiana to get revenue from Kentuckians who would gamble on a boat.
Kentucky then said that Indiana casino boats were not allowed to dock on the Kentucky bank of the river.
In my estimation, I think it was somebody with power trying to get Kentucky to change laws about gambling in Kentucky. Probably had a stake in potential casinos. Kentucky allows gambling, now (The Kentucky Derby notwithstanding), and the Kentucky border has been returned to the bank on the Indiana side, as it should be, with the Ohio River part of Kentucky, not Indiana.
Besides, if you couldn't change state borders, how do we have all the states in the West? How is Texas like it is? Virginia? West Virginia? Kentucky? Louisiana? And every state in the Louisiana Purchase?
Or is it revenue through land taxes, school allocations, and other allocations based on land? Money is loud and bombastic, for sure.
