  4.  @Kuulei265  Good points but existing HOAs need to be held accountable and we have seen with the building collapse in Florida they often does not happen. They are finding other buildings that were neglected as well that HOA fees were collected and not properly managed. It happened in a family member of mine's association the a person embezzled money from it.
