I’m not sure you understand what “victim” means… While I do understand that the US government caused problems in Central and South America decades ago by supporting specific politicians, most of that was done to thwart communism. Communism has been illegal here in the US since 1954 and impedes freedom. If anyone is responsible it is the CIA and the citizens that voted for communist politicians, not US citizens.
