  7. It's called Metonymy. When the news says "the white house" they don't actually mean the Whitehouse they mean the president and his administration. Same when they mention "the Kremlin".

  8.  @narancauk  kind of the opposite. figure of speech in which a word or phrase is applied to an object or action to which it is not literally applicable. In Metonymy the word or phrase is related.

If people mention The Berlaymont they are probably referring to Germany. When they say EU they probably mean the EU. usually people mention a building or headquarters when they use mentonomy. Like when people say Kremlin but really mean Putin and his administration. Usually when people say " the Reichstag" they mean scholz and friends.
