They destabilize the region with their troll farm, bribe politicians, then swop inbto restore order. In exchange they take control of the valuable resources. They are violent and commit crimes. This furthers the instability and furthers the regimes dependence on wagner to stsy in power. It's essentially russian colonialism in Africa.
