I believe it was the 1946 Alan Ladd film, O.S.S., which portrayed an American agent being compromised and arrested when he forgetfully eats a meal in a French cafe using the American style of forkery. During agent training, the O.S.S. and its British counterparts did emphasize cultural practices that had to be adhered to in order to blend in. However, most of the spies were ex-patriots who were already familiar with their own native customs. It was very difficult for nonnative Americans and Englishmen to pose as Continentals, though some did. During the Cold War the Russians were so emphatic about training their agents to impersonate Americans that they built at least one simulated American town in Vinnytsia, Ukraine. We nicknamed it "Little America". Somewhere along the line Hollywood must have heard of this because the idea was used in several television shows and movies. I learned about it during my own training in Air Force counterintelligence. Supposedly, it was discovered by a U2 spy plane or early spy satellite when photo interpreters noticed American cars and buildings in an area near a Soviet airbase. A similar English village was said to have been constructed as well.
