Procedures sure have changed over the last few decades. There was a time when this would have been handled with one or two shots from a six round revolver instead of dumping 20 rounds from a pistol. And after the guy was down they would have moved in to check and cuff him, secure any weapon, and render first aid if necessary.

Tobias, I've spent over 30 years instructing firearms use, and both of my brothers were cops. Emptying a magazine or revolver at a suspect who is down and no longer presenting a threat has never been accepted procedure. In fact, it is illegal to shoot someone in this situation, though it is true the "heat of battle" argument has been used successfully as a defense. When I received my law enforcement training, we were taught to fire twice (double-tap) if the situation warranted it. We were never taught to always keep firing until the subject was down, and certainly not after he was down. The practice of dumping the magazine into somebody is a more recent phenomenon made possible by high capacity pistols that were rarely in vogue until the mid to late 80s. Fear and stress cause the release of Adrenalin, but the tendency to overreact can be controlled by good training, regular stressful and realistic practice, and good self-discipline.
