Besides, the drug war pushes people to use stronger drugs, because it incentivises dealers to sell the most compact, powerful drugs with the strongest dose per pound. Like before prohibition, people drank beer more than anything. During, they drank liquor. After, we drink beer more. Prohibition incentivised stronger drugs.
