China has a number of fairly obvious motives for helping its neighbours build up their infrastructure. 1) It helps China export and the neighbours export to China. 2) It makes the region more prosperous and therefore more stable and less subject to western exploitation. I.e. less likely to harbour US military bases. 3) It increases China's international standing, popularity and influence. 4) It showcases China's capabilities in building infrastructure.
