You might also ask why Victoria Nuland was worried that the Russians might get their hands on the organisms these labs were researching.

  2. Come to think of it you might also ask why the Bio-research labs in Ukraine and Georgia were funded by the US Department of Defense and not the US National Institute of Health or the US Center for Disease Control.
