What other government has set itself the goal of abolishing poverty and largely succeeded? None, that I can think of. As to Russia, China and Iran wanting war, if they did there is unlikely to be a better time for them to go to war than now. The Russians have shown that the US and its allies cannot produce ammunition fast enough to defeat the Russians (alone) in a conventional war and even the US understands that no one wins a nuclear war.

They did not use their nukes because they did not dare. He understood that.
