If the US/Israeli side had labeled Ham*s as "a Terrorist" organization, that might have played well withthe other governments. How would it have played with the other terrorist organizations on the US payroll?

Probably because the Palestinians are a much smaller and weaker group than the Russians. A lot of the World, probably, takes the view that the Russians can take care of themseves, without their support.

The problem the US/Israeli side has, in PR terms is, that the terrible, outrageous things that Ham*s did, were exactlly like the things that Israel has been doing to the Palestinians, on and off since 1948 and even before!
