If you put a dish of water on an electroscope (You know, the old fashioned detector of high voltages using gold leaves that repel each other.) as the water evaporates it produces a charge and oddly if you use not water but a solution of CuSO4, it produces four times as much charge. Does this relate to that phenomenon?

I still believe that "You get nothing for nothing and damned little for six pence." Where does the energy come from? Does something get colder? How, if at all, is this related to the alleged breaktrough in nuclear fusion, using water as fuel? There is a law, called "the conservation of energy". As far as I know it still applies, so what loses the energy that is being supplied to power e.g. the LED?
