27:49 After the end of WW2, NATO was set up to help the US defeat the USSR. When it became clear that doing that was too expensive (No one wins a nuclear war.) NATO became an organization to keep the US MIC in profitable work. It has been doing so, ever since. That is why NATO was not wound up after the end of the Cold War. Wars are one way of doing this, threats of wars are another and rumours of wars to come, are a third. There may well be others. The US MIC is as you say not about making weapons it is about making profits. It is run by accountants. Idle machinery or idle factories are stagnant capital. Hence the lack of a "surge capability".
