It seems to me that without the US and NATO "rattling their sabres" in the Western Pacific and encouraging Japan to recreate its old Imperial Navy, there would be no need for China to militarize and build up its navy. Who needs FONOPS "to protect international trade from Chinese attack", when almost all the trade that "needs protecting" is either coming from or going to China? It is abundantly clear who is and who is not "stirring up trouble in the West Pacific".
