@GeorgeGreene931 A) The referendum which separated Crimea from Ukraine was not illegal and B) more importantly, cutting off water from the inhabitants of a city is a "Collective Punishment" which is illegal. I.e. you are not allowed to prevent children from drinking just because you disapprove of their parents' actions. I would have thought that that was obvious! Attacking civilians to pressurize the military is not allowed under international law.
