This looks like projection. The Collective West is running out of weapons (particularly 155mm ammunition) so they assume that Russia must be running low on ammunition too. There seems to be no confirmation in reports from the battlefields that the Russians are running short of anything. However, the US is desperately trying to find someone to blame for the failure of their puppet to defeat the Russians. They have blamed the Iranians but that story does not seem impressive enough. Who better to blame then than the Chinese or the North Koreans or both?
