  2. What is point of negotiating with people who continually break treaties? How can you negotiate with people who do not mean what they say? What is the point of talking with people who talk peace and go away to prepare the next poke in your eye? It is a waste of time and the Chinese are buzzy. They will waste a certain amount of time and after that they are just not interested. They hear what the USG says and they see what the USG does and they decided some time ago that the actions were a more reliable guide than the words. So they have taken the actions of the USG as the guide to their own and disregard the fine words as just so much froth.
