If you but listen to what Putin has to say, he is quite clear that the "way to live" (The form of governance.) should be determined by the people living in that country. One of his primary criticisms of the collective west is that it tries to impose its own ideas on governance on other countries. E.g trying to make Afghanistan into an American-style "Democracy". There is absolutely no suggestion, in his speech, that he thinks Russia should try to export its own style of governance to other countries.
