It was the decisions of the governments of the Collective West, to put sanctions on Russia, using the war that they had provoked in Ukraine as the excuse. This was done in the vain hope, and with the intention, that these sanctions would rapidly bring about the collapse of the Russian economy and the overthrow of the Putin government. A prize example of an ill thought-out policy causing a blowback.
