  1. Ever since the fall of the USSR. Other parts of Russia did get neglected. Most of the stuff that got built was left over from the Soviet period.

  2. The USA had already won after WW2 (economically) for multiple reasons, e.g. Marshall Plan, Bretton Woods, being the most unaffected from WW2, ..., etc, and this soldified the US' position in this world.

  3.  @antipopnews  Depends. Yes, Russia uses Soviet weapon (that's out of date), but they used some of their newer weapons (post-Soviet I'd say. However, Ukraine didn't develop much of their own army and weaponry, but however Ukraine now uses Western weaponary. For a while they couldn't use Western weaponary because they were trained with Soviet weaponary even other Eastern European states had to give their Soviet weaponary and stockpiles to Ukraine).

  4. There was good growth in Russia between 1999 to 2008 (mostly recovering their economy). However, there's no point in comparing countries that are/were sanctioned and closed off from the world as foreign investment is one of the key drivers of economic growth.
