you forget that Crimea became part of the Russian Empire, when the region of Ukraine was part of the Russian Empire, in the USSR Crimea was transferred to Ukraine as part of one country. It was not Ukraine that agreed on the entry of Crimea into the Russian Empire. Also, Sevastopol and the base of the Black Sea Fleet have always been a special city under Russian support, even when Crimea became Ukrainian.
