  1. European doors just like the one you saw are mandatory EU Safety directive standard. Not all are as thick, but they have to be fire retardant. As for the lock itself, that is the choice of the house owners, but the minimum is a three point lock system ( top, center and bottom). Most houses and apartments older than the 90's don't have doors like this.
