Rutte is deluded, there is a treaty going back before ww2 that gives each nation round the Black Sea governance for a rotating period which i think is 2 years and then passes on to another member. NATO has no jurisdiction there. Turkey does have some but as Turkiye the nation not as part of NATO

It was Lend-Lease (uk only finished paying for it about 10 years ago) The allies aided the USSR knowing full well it would make the pressure on the allied forces less when the times came to do the various landings. The Germans surrendered to the USSR many times before the end of the war, and many escaped to surrender to the allies in the west rather than die or get captured by the USSR because of the nahtcee crimes against USSR citizens
