He is "blooding" his lower level troops, getting them used to combat, the result is the best come through, as better soldiers. We do the same in the west. Belarus needs it's troops tested too for future conflicts, the foreign fighters is mirroring what the west has always done, playing the west at their own game . Same as the chess game that was the Cuban Missile crisis which the USSR won when Kennedy backed down.
